All emergencies are multidimensional and involve a number of agencies some of whom are responding to the event and some of whom are affected by the event.  At an airport where there is an aircraft accident, there will typically be the airport, the emergency services, the airline, tour operators, client organisations, and the media, as well as the disruption to all flights into and out of the airport.  Each agency or stakeholder will have its own agenda.  Exercises give us the opportunity to look at relationships and how they work, but not always about the resources needed.
