Trondheim/Oslo, 19th May 2026: The Norwegian Government Security and Service Organisation (GSSO) has awarded F24 a contract to deliver a joint crisis management platform for the community of government ministries.
The agreement was awarded to F24 Nordics following an open public tender and entails that the F24 solution CIM will be established as the common crisis management at the Office of the Prime Minister and across all ministries. The solution is intended to strengthen coordination and decision support in demanding and time‑critical situations.
The agreement covers the crisis management tool, CIM from F24, a Software‑as‑a‑Service (SaaS) solution designed to support effective management of crises and serious incidents across the ministries and affiliated organisations. The framework agreement applies to the entire community of Government Ministries as well as other organisations within DSS’ area of responsibility. The solution will contribute to improved collaboration, overview and traceability throughout all phases of crisis management – from alerting and situational awareness to documentation and post‑incident follow‑up.

The agreement covers the delivery of an unclassified crisis support solution designed to enable effective crisis and incident management across organisations. The framework agreement has a duration of four years and the solution will support, among other things:
- Logging of incidents and decisions
- Internal and external alerting
- Media management and duty logs
- Plans and access control
- Collaboration with external stakeholders
- Case management (travel, exercises, non-conformities, etc.)
- Integrations with Microsoft, NOARK, DSF, Reiseklar and SAP
- Risk assessments in accordance with NS 5814/5832 and ISO 31000
The solution will be integrated with key systems and platforms, including Microsoft tools, electronic records management systems (NOARK), relevant registers and other solutions used in the ministries’ work on societal security and emergency preparedness.
