A Public Warning System for the 21st Century

When a critical event occurs, it is essential to act quickly and implement a response plan immediately. You may need to send out emergency warnings or evacuation mandates to thousands of individuals without overloading mobile networks or IT infrastructure. As such, national warning systems use multiple channels to alert the public, leveraging not only the classic warning methods such as sirens or public alert systems but also cell broadcast systems and location-based targeting. By providing emergency information as quickly as possible in an easily accessible format, where no pre-registration is required, public organisations can provide immediate support in the event of a natural disaster or terror attack.

An emergency alert system can be controlled from a centralised, secure interface so government departments and public bodies have a compliant, real-time system to manage their incident response. It can also provide logs and documentation to track actions and be available for internal reviews.

Leverage the Power of Cell Broadcasts during an Emergency

As part of a public warning system, cell broadcasts can play a significant role. Cellular broadcasts are a way of sending messages to people within a defined geographic area. A single cell broadcast can reach everyone within the broadcast area of an antenna immediately. This geo-based alert uses radio waves to reach mobile phone handsets and so does not cause any network congestion.

In addition, cell broadcasts can be used to distributes ‘Presidential Alerts’, which make all mobile handsets ring, even if they are in night mode. Such messages can only be initiated by the highest level of government and cannot be turned off in the phone’s settings.

Alternatively, location-based SMS messaging can be used to send a text to every handset in the area. Like other cell broadcasts, no registration is required but SMS messaging has the advantage of providing receipt confirmations, which is useful when updates need to be sent. What’s more, government departments using SMS messaging can monitor reception confirmations to ascertain how many individuals are affected by the incident.

What Is the Difference between a Public Warning and Emergency Notification Systems?

Public warning systems are designed for regional or national-level alerting to thousands or even millions of people. A PWS can be used by government departments and public bodies during a national emergency to ensure public safety and provide life-saving information.
Whereas emergency notification systems are usually deployed by companies and organisations to deliver alert messages to a defined group, such as employees, clients or stakeholders and coordinate an emergency response. An emergency notification system can also help with corporate preparedness by supporting centralised messaging, multi-channel communication and secure communications. It can be tailor-made to provide an emergency alert system that ensures availability independent of corporate IT infrastructure.
